I. Introduction
Poverty is a widespread natural phenomenon that cannot be eradicated. During the pandemic outbreak, poverty is expected to increase in the Philippines. However, during the adjustment, President Duterte's economic team adjusted the 2022 poverty level under the updated 2017–2022 Philippine Development Plan (PDP) to 15 to 17.5 percent, down from the more ambitious 13 to 15 percent. But more and more people are still suffering from this problem. In order to alleviate poverty in the Philippines, the Department of Social Welfare and Development (DSWD) implemented a program called "The KapitBisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services or Kalahi CIDSS program" for people in underprivileged communities. The Kalahi-CIDSS is a poverty alleviation program of the DSWD that uses a community-driven development (CDD) approach. This program provides resources to poor rural municipalities for public goods investment and promotes people’s participation in governance. The Kalahi-CDSS is the community-driven flagship development project of the Government of the Philippines which aims to empower communities through their direct participation in community projects that aim to reduce poverty. It aims to provide interventions on asset reforms, human development services, capacity building, and engagement in governance.
Moreover, KALAHI-CIDSS was found to be especially effective in facilitating broad-based participation of community residents, addressing local priorities and delivering basic services to the intended beneficiaries, providing community residents with valuable experience, and creating space for local government officials to collaborate with community residents in subproject management. The project created positive effects on both the income and non-income dimensions of poverty. It is valued highly by recipient communities, participating local governments, and development partners.
II. Purpose:
KALAHI-CIDSS aims to empower communities in low-income municipalities to improve access to basic public services and participate in more inclusive Local Government Unit planning and budgeting. The project is expected to be implemented in the following ways: the poorest communities will be empowered; local governance will be improved; poverty will be alleviated; and transparency will be a way of life. Through the Community-Driven Development (CDD) approach, Kalahi-CIDSS empowers Filipinos to take the lead in their community's development.
CDD:
- Helps communities in poor municipalities identify challenges around reducing poverty and make informed decisions on a range of locally identified options for development, including how this is made and in what form;
- Gives control of resources to address local poverty to communities; and
- Builds the capacity of both state (including local governments) and civil society stakeholders to provide assistance and respond to calls for support from poor communities as they implement development initiatives.
III. Description
KALAHI CIDSS-NCDDP or KC-NCDDP (Kapit-Bisig Laban sa Kahirapan-
Comprehensive and Integrated Delivery of Social Services - National Community-Driven Development Program), is a poverty alleviation program of the National Government implemented by the DSWD. It is aligned with the Philippine Development Plan (2011-2016). Approved by President Benigno Simeon Aquino III on 18 January 2013 and officially launched on 23 June 2014, it is the expansion into a national scale of the operations of community-driven development (CDD), a strategy that has been tried and proven effective in KALAHI-CIDSS (Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services), the parent project of KC-NCDDP.
The scaling up of CDD into a national program is strongly supported by:
-The Human Development and Poverty Reduction Cluster which passed a
resolution of support signed by the Secretaries of NAPC, DILG, DAR, DOH, DepEd, DOLE, DENR, DA, DOE,PCUP, and the DSWD
-165 Mayors from Makamasang Tugon Municipalities who passed a Manifesto of Support calling for the scaling up of CDD as a national strategy for poverty
reduction.
•Project Components:
Capacity-Building and Implementation Support (CBIS) to assist barangays and
LGUs facilitate the participation of communities in project activities,
strengthening transparency and social inclusiveness.
KALAHI-CIDSS started in 2003, its scale-up was approved on 18 Januray 2013 by the National Economic Development Authority (NEDA) Board, which was headed by President Benigno Aquino II.

IV. Some Projects of KALAHI-CIDSS
1. KALAHI-CIDSS empowers armed conflict-affected barangays in Ilocos Sur town through CDD
SANTA CRUZ, Ilocos Sur - The Department of Social Welfare and Development Field Office 1’s (DSWD FO 1) Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) empowered armed conflict-affected barangays through the community-driven development (CDD) strategy.
2. Pandan, Catanduanes converts seashore park into an isolation facility

With an aim to combat the COVID-19 pandemic, Pandan, Catanduanes transformed the seashore park into a temporary isolation facility through the Additional Financing project of the Department of Social Welfare and Development Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (DSWD KALAHI-CIDSS).
3. Ginatilan, Cebu receives various KALAHI-CIDSS projects
A total of six (6) community sub-projects worth Php 9.5 million were recently turned over to the Municipality of Ginatilan, Cebu, by the Department of Social Welfare and Development (DSWD) to address issues on health and sanitation in the area.
